Make referrals to Rehabilitation Services for the Blind (RSB) on all visually handicapped persons who may benefit from the type of services RSB offers. These services include Vocational Rehabilitation of the Blind, Prevention of Blindness, Home Teaching Services, and Services to Blind Children.
Blind Pension (BP) case records will normally be kept in the county in which the claimant resides. If the claimant has a guardian or conservator who resides in another county, the two counties involved should work together to determine whether it would be more beneficial to have the case file in the guardian's or claimant's county of residence. In IMU5 the pay county should reflect the county where the case record is maintained and the residence county should reflect the county where the claimant resides. The mailing address will be the address of the guardian or conservator.
Maintain separate records, if the spouse of an applicant or recipient is in a licensed facility or institution in another county. Do not transfer a case without prior authorization.
Alert the other county to any changes in spousal care. Since eligibility for assistance on the basis of Total Property and available resources in all cases, and property transfer in BP and vendor cases is based on the value of the property owned by either claimant, it is necessary for each county involved to inform the other county by letter of any changes in property holdings of either claimant.
