1125.020.00 TIME FRAMES FOR PROCESSING EXPEDITED SERVICES

Processing standards for expedited service vary according to type of application.

1125.020.05 Initial Applications

The EU must be allowed to participate by the seventh calendar day following determination of expedited eligibility. Benefits must be available and the EU must have received the EBT card by the seventh calendar day (including weekends and holidays) following the date the EU is determined eligible for expedited service.

EXAMPLE: Mr. B applies for Food Stamps on Thursday, 5/6, and is eligible for expedited services. Mr. B must be allowed to participate by the next Thursday, 5/13, the seventh calendar day after the application date.

FAMIS determines eligibility for expedited service as soon as income, resource, and shelter expense information is entered into the system.  FAMIS enters the date of discovery on the Action Authorization (FM3H) screen when the expedited decision is completed the same day as the date of application.

When the date of discovery differs from the date of application a message "Expedited Issuance - Check Discovery Date" appears on the Action Authorization (FM3H) screen to alert the eligibility specialists to check the discovery date. FAMIS displays the message "Invalid Discovery Date" on the Action Authorization (FM3H) screen when no entry entry is made in the Date of Discovery field when the Eligibility Specialist tries to authorize the case. The Eligibility Specialist needs to enter the correct date of discovery and authorize the action..

The seventh day time frame for processing expedited services starts with the seventh day from the date of the application the Date of Discovery is the actual date you discover the application is found to be an expedite. The Date of Discovery field must be reviewed to ensure the correct date is entered. Refer to the Procedure Guide Timely Delivery of Expedited Food Stamp Benefits for assistance on ensuring the correct date of discovery is entered.

These time frames apply to all EUs qualified for expedited service including residents in shelters for battered women and children and residents in drug/alcohol treatment centers.

1125.020.10 Second Month Screenings

Ensure EUs qualified for expedited service are allowed to participate within seven days of the application date or by the first working day of the month for which the benefits are intended, whichever is later, if the EU is screened for the month following the month of application.  For the EU to participate, food stamp benefits must be available in the EBT account and the EU must have an EBT card.

1125.020.15 Expedited Eligibility Discovered After Application

If incorrect data is entered at application, resulting in the EU not being determined expedited eligible and it is later discovered that expedited service entitlement existed as of the date of application, enter the application date as the date of discovery on the Action Authorization (FM3H) screen. Refer to the Procedure Guide Timely Delivery of Expedited Food Stamp Benefits for assistance.

When expedited service eligibility existing at the time of application is not discovered until the month following the month of the application and verification of an eligibility factor is postponed, authorize the application month's benefits so the EU may participate within seven days of discovering eligibility for expedited service. Authorize the next month's benefits within five days after the required verification is provided.

1125.020.20 Expedited Eligibility Due to Reported Change

If the application was screened correctly and the EU was not eligible to receive expedited benefits, but later reports a change that causes the EU to be eligible for expedited benefits, enter the date the change is known to FSD as the date of discovery on the Action Authorization (FM3H) screen. Refer to the Procedure Guide Timely Delivery of Expedited Food Stamp Benefits for assistance.

If the change is reported on an initial application, authorize the benefits so the EU may participate within seven calendar days following the date of discovery.

If the change is reported on an application screened for the second month, authorize the benefits so the EU may participate within seven calendar days following the date of discovery, or mailed to the EU the first working day of the new certification period, whichever is later.

EXAMPLE: Screening on 9/2 when the EU filed the application and left before completing the interview does not indicate expedited eligibility. When interviewing the applicant on 9/10, he reports a utility expense that qualifies the EU for expedited service. The date of expedited eligibility is 9/10 because that is the date enough information was provided to recognize expedited eligibility. Benefits are from the date of application (9/2) but the expedited time frames apply to 9/10. Enter 9/10 as the date of discovery on the Action Authorization (FM3H) screen.
