PENDED FOOD STAMP APPLICATIONS TO MEET THE WORK REQUIREMENT

DISCUSSION:
The purpose of this memorandum is to discuss the procedure for processing an application that is pended because an EU member subject to the work requirement for Able Bodied Adults Without Dependents (ABAWD) who has used all six non-work months and has entered employment or training but, has not yet met the 80 hour requirement for regained eligibility.

Working or In Training-80 Hours Not Met

At the time it is determined an EU member:

  • who has used all six non-work months,
  • is working or participating in a training program but has not yet met the 80 hour in a 30 day period work or training requirement,

type or prompt for work requirement code 03 on the Training/Work Requirement (FMMR) screen. Type N (no) to the question "Have you worked or participated in a work program for 80 hours in a 30 day period? Y/N." Leave the VER field blank. Leaving the verification field blank causes the application to pend for verification the individual has met the work requirement.

80 Hours Met In Month of Application

Upon receipt of verification that the individual has worked 80 hours in a 30 day period, go to the Training/Work Requirement (FMMR) screen and complete the following steps:

  • type "A" on the command line,
  • tab to the Work Requirement Code field and type or prompt for the appropriate code,
  • tab to the Begin Date field and type the date the individual met the 80 hour requirement,
  • tab to the question "Have you worked or participated in a work program for 80 hours in a 30-day period? Y/N" and type "Y", and
  • tab to the VER field and type or prompt for the appropriate verification code.
  • Press enter.

Complete an eligibility determination (EDRES). If eligible on all factors, the individual will be issued benefits from the date of application.

80 Hour Requirement Met in Month Following Month of Application

When an EU member who has used all six non-work months does not meet the 80 hour requirement for regained eligibility until the month following the month of application, the verification code must be entered before adding the new work requirement code. If the verification code is not entered for the month of application, the application will continue to pend for the month of application. Complete the following steps on the Training/Work Requirement (FMMR) screen:

  • Type "A" on the command line,
  • tab to the VER field and type or prompt for the appropriate verification code, and
  • Press enter.
  • Return to the command line and type "A".

Complete the steps outlined under "80 Hours Met in the Month of Application." The verification code must be entered for the month of application so FAMIS knows the individual is not eligible based on the work requirement for that month.

Complete an eligibility determination (EDRES). The individual is rejected for the month of application and approved for the month following the month of application when eligible on all other factors.

The Adding and Updating Training/Work Requirements user guide is updated with the instructions outlined in this memorandum.

The Food Stamp Manual section discussing Work Requirement for able bodied adults without dependents (ABAWDs) is revised. The revision includes clarification of policy and adding FAMIS processes and procedures.
