Chapter 24: Inserted the new Order of Selection

Chapter 26: Added a link to an exception form and a sample request for exception

Additionally, all chapters were opened with new titles that will make them easier to search for/find, the text font was standardized, paragraph headings were 'bolded', with all sub-paragraphs indented to make it easier to identify paragraphs from the sub-paragraphs.  "Notes" were all 'bolded' and all links were changed from linking the date of a memo to using the subject line of the memo as the link.  All of these changes were made to allow for more accurate searching, and to ease print access to these documents.  The changes should be transparent to staff who use speech or enlargement programs.
