The following powers and duties of the Coordinating Board for Early Childhood are spelled out in Section 210.102.2 of the Revised Statutes of the State of Missouri.
The Board shall have the power to:
- Develop a comprehensive statewide long-range strategic plan for a cohesive early childhood system;
- Confer with public and private entities for the purpose of promoting and improving the development of children from birth through age five ;
- Identify and recommend statutory and appropriation initiatives to improve services for children from birth through age five;
- Promote coordination of existing services and programs across public and private entities;
- Promote research-based approaches to services and ongoing program evaluation;
- Identify service gaps and advise public and private entities of methods to close such gaps;
- Adopt, alter or repeal its bylaws and the rules and regulations that govern the manner in which its business may be transacted;
- Employ and fix the compensation of an executive director, who will carry out the duties and responsibilities assigned by the Board, and such other agents or employees as may be necessary;
- Adopt and use an official seal;
- Assess or charge fees as it determines reasonable and necessary to carry out its stated purpose;
- Make expenditures as it determines reasonable and necessary to carry out its stated purpose;
- Sue and be sued in its official name;
- Take such action, enter into such agreements, and exercise such functions as it determines reasonable and necessary or appropriate to carry out its stated purpose and the duties set forth in this Section;
- Establish policies and procedures to administer the “Coordinating Board for Early Childhood Fund” described in Sections II and III of this Article.
The Board shall have the following powers and duties in administering the “Coordinating Board for Early Childhood Fund”:
- Apply for and accept gifts, grants, appropriations, loans or contributions to the Fund from any source, public or private;
- Enter into contracts or other transactions with any federal or state agency, private organization or other source in furtherance of the stated purpose of the Board, and take any and all actions necessary to avail itself of such aid and cooperation;
- Approve an annual operating budget and authorize disbursements from the Fund not included in the annual operating budget. The required quorum for each action is set out in Article V, Sections V of the By-Laws.
- Administer the Fund and invest any portion of the moneys not required for immediate disbursement in obligations of the United States or any agency or instrumentality of the United States, obligations of the State of Missouri and its political subdivisions, certificates of deposit, time deposits or other obligations of banks and savings and loan associations, or in such other obligations as may be prescribed by the Board;
- Purchase, receive, take by grant, gift, devise, bequest or otherwise, lease or otherwise acquire, own, hold, improve, employ, use and otherwise deal with real or personal property, or any interest therein, wherever situated :
- Sell, convey, lease, exchange, transfer or otherwise dispose of all or any of its property, or any interest therein, wherever situated;
- Notwithstanding the provisions of section 33.080, RSMo, retain any moneys remaining in the Fund at the end of the biennium. Such funds shall not revert to the credit of the general revenue fund.
The Fund shall be comprised of:
- Any moneys appropriated by the general assembly for use by the Board in carrying out its stated purpose and the powers and duties.
- Any moneys received from grants or which are given, donated or contributed to the Fund from any source.
- Any moneys received as fees authorized pursuant to the powers and duties of the Board.
- Any moneys received as interest on deposits or as income on approved investments of the Fund.
- Any moneys obtained from any other available source.
