Children's Division

Children’s Division Key Performance Indicator - Children’s Division is committed to promoting transparency and keeping the community informed about how Missouri’s child welfare system is performing. The Key Performance Indicator Dashboard shares process and outcome measures that provide a clear view of current performance and identify areas for improvement.

CD Monthly Published - This dashboard provides a comprehensive snapshot of child welfare, foster care, and family preservation and support services across Missouri. Compiled by the Children's Division (CD), the data includes statewide and county-by-county performance metrics to ensure administrative transparency. For definitions of table descriptions and abbreviations used throughout this report, please refer to the glossary located in the "Knowledgebase" tab.

House Bill 1414 - In 2020, Missouri enacted House Bill 1414, mandating reforms to the Child Protection System. This included forming a Research and Evaluation Team to assess foster care case management, aiming to establish objective metrics for evaluating service quality for children in foster care.

Temporary Alternative Placement Agreements (TAPA) - In 2020, Missouri enacted House Bill 1414, mandating reforms to the Child Protection System. This included the implementation of Temporary Alternative Placement Agreements (TAPAs) to identify children and families at high risk of entering foster care and ensure systems were in place to adequately assess with community partners.

House Bill 737 - Historically, Children’s Division used the federal benefits of foster children (e.g., Social Security) toward the cost of their care. Section 210.560 RSMo was amended effective August 28, 2025, and prohibits the division from using those funds for the cost of children’s routine care and services. The law requires federal benefits to be conserved and used only for a child’s unmet needs. 

 

Family Support Division

FSD/MHD Monthly Published - This dashboard provides a comprehensive snapshot of public assistance and state-administered healthcare programs across Missouri. Compiled jointly by the Family Support Division (FSD) and the MO HealthNet Division (MHD), the data includes statewide and county-by-county performance metrics to ensure administrative transparency.
