Important Notice for Current SNAP Participants:
No immediate action is required for individuals currently receiving SNAP benefits. Your benefits will not change automatically on October 1, 2026. Please continue reporting changes as normally required.
Starting October 1, 2026, the Missouri Department of Social Services Family Support Division (FSD) is expanding verification requirements for the Supplemental Nutrition Assistance Program (SNAP).
To strengthen program oversight, maintain public trust, and ensure fair and accurate benefit determinations, applicants and participants will be asked to provide documented proof for certain household expenses and countable resources rather than relying solely on self-attestation.
“Ensuring the accuracy and integrity of the SNAP program is essential to supporting Missouri families who rely on these benefits. These updated verification guidelines help us make consistent, well-documented eligibility decisions while safeguarding resources for households who truly need them.”
— Mandi Adams, Director, Family Support Division

Required Documentation Checklist for the Expansion of Verification Requirements
Beginning October 1, 2026, documented proof is required for the following areas:
1
Shelter Costs
Deductions help calculate your net income to ensure you receive the correct benefit amount. Acceptable verification includes:
- Current lease or rental agreement signed by your landlord.
- Rent receipt showing landlord contact information, payment amount, and date.
- Most recent mortgage statement or property tax statement.
- Recent utility bills (electric, natural gas, water, sewer, trash, heating fuel).
2
Dependent Care & Childcare Expenses
If you pay out-of-pocket child or adult dependent care costs to work, look for work, or attend training:
- Itemized statement or receipt from a licensed childcare center or provider.
- Written, signed statement from an independent caregiver detailing hours of care and payment amounts.
- Cancelled checks or electronic payment receipts indicating dependent care expenses.
3
Countable Resources & Assets
Verifications required when determining household liquid assets:
- Most recent bank statements (checking, savings, money market, CDs).
- Written statements from financial institutions confirming balance and account ownership.
- Documentation of other liquid assets where applicable.
Exceptions & Continued Self-Attestation
To minimize unnecessary burdens while upholding program integrity:
- Interim Changes: Between regular recertification periods, participant statements remain acceptable for reporting routine household adjustments, unless the information provided appears questionable or your household approaches the resource threshold.
- Direct Express Accounts or Direct Benefit Cards: Participant statements generally remain acceptable for these specific accounts unless additional clarification is warranted.
Frequently Asked Questions (FAQ)
What if I cannot get a formal receipt or lease?
If you pay rent without a formal lease or pay an informal caregiver, a signed written statement from the person receiving the payment (including their name, phone number, address, amount paid, and frequency) is acceptable.
How will I know if I need to provide a document to verify my expenses?
You will receive a detailed request for information asking for proof of the expenses you reported. You will be given 10 days to provide the required documentation.
What happens if I am unable to provide proof of my expense(s)?
FSD will still process your SNAP application, recertification or add-a-person application, but will not apply the deduction(s) to your SNAP budget.
If I am approved for SNAP benefits without proof of my expenses, can I provide them later?
Yes, if approved for SNAP benefits without proof of my expenses you can provide the required proof later and the deduction may be applied to your SNAP budget.
Why do I need to provide proof of my expenses?
Proof helps us confirm the information you report and determine whether the expense can be considered when determining your SNAP benefits.
