0105.025.15.05 Temporary Assistance Program Explanation

At the beginning of the interview, ask the applicant to explain his or her reason for being in the office, how he or she managed in the past, and his or her current situation.
During the interview explain the time limits for processing applications and the applicant's right to request an administrative review.
Discuss provisions of accepting Temporary Assistance (TA) cash benefits. During this discussion, explain the
- 60-month lifetime limit for the payee and second parent to receive cash benefits.
- payee and second parent requirement to be in a work activity component unless they are exempt or excluded within 24 months, or as soon as they are determined work eligible.
- Exemptions and exclusions for non-participation in a work activity.
- work activities: what they are, how he or she will participate, and what resources are available in the community.
- drug screening, drug testing, substance abuse treatment and the Highway Patrol match requirements.
- TA cash benefits are only to be used to meet the needs of the children.
- restrictions on using the Electronic Benefit Transfer (EBT) card:
- Liquor stores;
- Casinos, gambling casinos, or gaming establishments; or
- Adult entertainment establishment.

Give copies of the following leaflets to each applicant:
- Time Clock, IM-4 Time Clock
- Hearings, IM-4 Hearing
- Child Support Enforcement, CS-1 "What's This About Child Support"
- Child Care, IM-4CC
- Direct Deposit, IM-4DD
- Electronic Benefit Transfer, IM-4EBT
- List of Missouri Work Assistance (MWA) program locations for those in the household who are mandatory to participate with the work requirement.
Complete the following forms, at a minimum:
- Request For Direct Deposit, IM-20 if needed
- Referral for Social Security Number, SSN-1 if needed
- CS Referral/Information for Services, IM-2E Part 1 and 2 ,and the CS-201 if needed
- IMES Screen Employment Security Information
- Request for Information, FA-325 if needed, and
- Affidavit Acknowledging Paternity, VS 465, VS 465F, VS 465M and/or VS 465D, if needed.
Explain the following eligibility requirements:
- Resources
- SSN
- School Attendance
- Age
- Relationship of payee to child
- Residence
- Citizenship and alien status
- Child living in the home
- Immediate Engagement
- Assignment of Rights
- Deprived of parental support
- Cooperation in obtaining support
- Strikers
- Two Parent household
- Need
- Work Participation Requirement
If the applicant chooses not to accept Temporary Assistance cash benefits, explore eligibility for other programs.
