This background check is for individuals who will work, volunteer, own, or be present at licensed or license-exempt residential care facilities and/or child placing agencies, such as:
A licensed residential care facility provides 24 hour care in a group setting to children who are unrelated to the person operating the facility and are unattended by a parent or guardian. Unless your facility qualifies for exemption, you must be licensed by the Children's Division to operate a residential care facility in accordance with Missouri law.
Missouri’s Child Fatality Review Program (CFRP) was implemented in January 1992, after a study identified the need for a child fatality examination and review process.
The legislation mandating child fatality review panels in every Missouri county also requires that all autopsies for children, birth through age 17, be performed by a certified child death pathologist.
The State Technical Assistance Team, in conjunction with the Department of Health, maintains a “network” of child death pathologists who must meet certification requirements and follow specific policies and guidelines, including a uniform autopsy protocol.

The mission of the State Technical Assistance Team (STAT) is to protect children and support agencies who protect Missouri children.
The State Technical Assistance Team (STAT) is available to help multidisciplinary teams and local law enforcement agencies with investigating and prosecuting any crime against a child, such as child abuse, neglect, sexual abuse, child exploitation and internet crimes. STAT investigators are highly trained and Peace Officer Standards and Training Program (POST) certified and have statewide jurisdiction over any crime involving a child.
