(A) RSB shall carry out a comprehensive diagnostic study of each applicant for vocational rehabilitation services. The purposes of the comprehensive diagnostic study are to determine whether the applicant meets the basic conditions of eligibility stated in subsection (3)(B) and to determine the nature and scope of services that RSB will provide if the person is determined to be eligible. 361.42(d)(1)(i), Sec.6(2) Sec.102(a)(4) Sec.102(a)(2) 361.42(a)(3)

(B) For each applicant, RSB shall obtain and evaluate the following information:
1. Assessment of the personality, interests, interpersonal skills, intelligence and related functional capacities, educational achievements, work experience, vocational aptitudes, personal and social adjustments, and employment opportunities of the individual, and the medical, psychiatric, psychological, and other pertinent vocational, educational, cultural, social, recreational, and environmental factors, that affect the employment and rehabilitation needs of the individual. NOTE: FOR ELIGIBILITY Use existing medical reports to the maximum extent possible. You may want a new eye report for planning services - but do not confuse that with having to have a new report for eligibility. (Per Memorandum dtd 8-12-99 Subject: Eligibility Within Sixty Days)

NOTE: State Office keeps 911’s on file for four years. As the 911 does have medical information, you may be able to use it for eligibility. Case files are kept at State Office for two years plus the current year and State Archives keeps case files an additional five years. 2. Appraisal of the current general health status of the applicant, using all available medical information; and,
3. Appraisal of the patterns of work behavior of the individual and services needed for the individual to acquire occupational skills, and to develop work attitudes, work habits, work tolerance, and social and behavior patterns necessary for successful job performance, including the utilization of work in real job situations to assess and develop the capacities of the individual to perform adequately in a work environment.Sec.6(2)(B)(iv)
