Approval to implement the Missouri Substance Use Disorder and Serious Mental Illness 1115(a) Demonstration Waiver was received on December 6, 2023. Through this demonstration, the state will expand access to a full continuum of services across American Society of Addiction (ASAM) levels of care statewide for opioid use disorder (OUD) and other substance use disorders (SUD), as well as support access to a full continuum of mental health treatment services, by allowing Medicaid coverage and reimbursement for inpatient psychiatric services provided to eligible adults with SUD ages 12-64 w

Missouri SuN Bucks is a program to help families buy food for their children (ages 7-17) during the summer months when school is not in session. Families will get a one-time $120 benefit per qualifying child loaded onto an EBT card. These funds can be used to buy nutritious foods at authorized locations.

What is ToRCH?

Transformation of Rural Community Health (ToRCH) is an active rural health program sponsored by the Missouri HealthNet Division (MHD), i.e. Missouri Medicaid.  The ToRCH program implements a care model that directs resources to rural communities dedicated to addressing the underlying causes of poor health.  This model integrates social care supports into clinical care, enabling us to leverage existing social care funding and create a sustainable pathway to rural hospitals.

The Transformation of Rural Community Health (ToRCH) pilot project will address critical social care challenges that compromise individuals’ ability to maintain their health and effectively manage chronic conditions. Department of Social Services (DSS) considers ToRCH a groundbreaking initiative that empowers and encourages rural communities to collaborate to address healthcare-related needs among their Medicaid population, with a focus on driving better health outcomes.

 

Serious Mental Illness / Emotional Disturbance 1115 Waiver

Section 1115 of the Social Security Act gives the Secretary of Health and Human Services authority to approve experimental, pilot, or demonstration projects that promote the objectives of the Medicaid and CHIP programs. The purpose of these demonstrations, which give states additional flexibility to design and improve their programs, is to demonstrate and evaluate policy approaches.
