What kind of MO HealthNet Coverage do I have?

MO HealthNet offers healthcare coverage through either a Managed Care health plan or the Fee-For-Service Program. Which program you get your services through depends on your age and eligibility. If you are not sure which program you have, you can find more information about your coverage on the FSD Benefit Portal: my.mo.gov/fsdbenefits.

Fee-For-Service (FFS):

You will get your MO HealthNet coverage through the Fee-For-Service program if you are a:

  • Person with a disability
  • Senior (age 65 or older)
  • Blind or visually impaired adult
  • Woman (under age 65) with breast or cervical cancer
     

Managed Care:

You will get your MO HealthNet coverage through one of the Managed Care Health Plans: Healthy Blue, United Healthcare, or Home State Health if you are a:

  • Parent or guardian with a child under age 19 in the home
  • Child (birth through age 18
  • Adult age 19-64 without a disability
  • Pregnant woman (including your newborn child)

About Fee-For-Service
What is FFS?

Fee-For-Service (FFS) is sometimes referred to as “straight Medicaid”. 

This FFS Guide explains the program, your covered services, your responsibilities, and more. Please read this guide carefully.

How does Fee-For-Service work?

The MO HealthNet Division pays providers directly for services such as office visits, tests, or procedures. Providers can be doctors, dentists, and other healthcare professionals.

What can I expect?

Applications and renewals are handled by the Family Support Division (FSD). After you are approved for healthcare coverage, you will receive your MO HealthNet ID card in the mail. You must show your MO HealthNet card each time you get services. If you do not show your card, you may be responsible for payment.

What if I have other insurance?

If you have MO HealthNet and private insurance, your private insurance will be billed first for any claims, and MO HealthNet will be billed second. If you have a change and gain private insurance, or if you no longer have private insurance, you need to report the change in one of these ways:

Medicare and MO HealthNet

If you have Medicare, your MO HealthNet coverage will be a secondary insurance. This means MO HealthNet will pay the coinsurance and deductibles for Medicare covered services if you have Medicare Part A and B. The different Medicare plans are explained in the Medicare Savings Program section of this Guide.

MO HealthNet does not cover all medical care services. A provider can bill you for care not covered by MO HealthNet. A few examples of services not covered are: 

  • Cosmetic surgery for improving appearance
  • Experimental medical procedures, drugs, equipment, etc.
  • Hair transplants
  • Personal comfort items
  • Routine contact lenses
  • Treatment of infertility
  • Surgical procedures for gender reassignment
  • Sterilization reversal

About Advocates for Family Health (Legal Aid and Services)

Advocates for Family Health is an ombudsman service. An ombudsman is a problem solver who can advise and help you. Advocates for Family Health can help you if:

  • You need help understanding your rights and benefits under MO HealthNet Managed Care
  • You feel your rights to health care are being denied
  • You are not able to solve the problem by talking to a nurse, primary care provider or your MO HealthNet Managed Care health plan
  • You need to talk to someone outside of your MO HealthNet Managed Care health plan
  • You are not sure how to make a grievance or need help filing
  • You need help when appealing a decision by your health plan
  • You need help requesting a State Fair Hearing
  • For help, contact the office for your county.
