State Update:

Candy Shively, Director, provided the state update for the budget and legislative bills. Within the Children's Division there is a program pool which incorporates varying programs. Last year there were large losses of dollars to the Family Reunification and Crisis Care. This year, through flexible funding there was restoration of some of the dollars to both these programs. Additionally, the movement of dollars allowed for additional dollars to meet the growing caseloads as children entering care increased within the last eighteen months.

Senate Bill 54 was passed this year which focused on school personnel with substantiated hotlines. If the decision for substantiation was based on findings which were later found to be fraudulent, the case could be re-opened.

A Foster and Adoptive Board is to be created with members appointed by the Governor.

PIP Progress:

On April 21 and 22, Region VII ACF met with CD staff to discuss PIP issues. The PIP matrix was modified on-site and the narrative is to be enhanced per the revised matrix. The Title IV-B plan has slowed progress on PIP work. The Title IV-B Plan is due June 30, 2011. The revised PIP will be sent shortly after.

Service Array Initiative:

The National Resource Center for Organizational Improvement and National Resource Center for Data and Technology presented an idea to the Advisory Group for increasing service array capacity, accessibility and availability. The project would begin in two Missouri sites, Southwest and St. Louis Regions to work with community stakeholders. The CFSR Advisory Group would provide a platform where regions could send up service needs at a state level which could not be resolved at the local level. There was discussion regarding who needed to be at the table and what tools were needed to begin the process. Two sub-committees were formed, membership and development of tools. The members of the Membership sub-committee are Beth Dessem, Susan Savage, Kirk Schrieber. The members for Service Array Tool Development sub-committee are Ryan Dowis, Dale Fitch and Linda Miller.

Charter Changes:

The CFSR Advisory Committee accepted the challenge of the Service Array Initiative which would create a new to change their charter. All members were in favor of additional responsibility.

Absent Members:

Discussion was held regarding meeting absences. There was a decision to add language to the charter to require a designee to attend during absences. The revised charter will be presented at the next meeting for consideration. There would be a stronger need for the attendance when we take on the additional responsibility of resolve service array issues.

Child Population Trend:

A discussion arose regarding the increases in the foster care population. There was a sharing of possible cause and effects. The Results Oriented Management (ROM) reports were mentioned during the child population trend. The group requested an overview of the reports if possible. This will be an agenda item for the next meeting.
