The Low Income Energy Assistance Act of 1981, as amended, was included as part of the Coats Human Services Reauthorization Act of 1988, P.L. 105-285

The Low Income Household Water Assistance Program
(LIHWAP) provides a one-time payment (up to $750) from October 1—September 30, to help low-income households pay for their current water and/or wastewater (sewer) bills, arrearages (past due bills), disconnection fees, and reconnection fees.
The Low Income Household Water Assistance Program is part of section 2912 of the American Rescue Plan Act, which became law on March 11, 2021 (Public Law 117-2)
