The Alternatives to Abortion Program (A2A) provides services and counseling to pregnant women at or below 185% of the federal poverty level to assist women in carrying their unborn child to term, to assist women in caring for their child, or placing their child for adoption. The purpose of the program is to help at-risk pregnant women become aware of the A2A services available to them in their local communities.

Administration of the Program became effective August 28, 2007, under provisions of House Bill 1055 enacted by the 94th General Assembly. The Department of Social Services (DSS) provides funding for the A2A program through General Revenue and the Temporary Assistance for Needy Families (TANF) block grant. The A2A agency’s Program must promote one of the following two TANF purposes:

  • Provide assistance to needy families so that children may be cared for in their own homes or in the homes of relatives.
  • Help to end the dependence of needy parents on government benefits by promoting job preparation, work, and marriage.
