Dual Jurisdiction Program
The Dual Jurisdiction Program is a blended sentencing option in which a juvenile and adult sentence is simultaneously imposed with the execution of the adult sentence suspended.
To be considered for the Dual Jurisdiction Program, youth must meet the following requirements:
- Under the age of 18
- Transferred to a Court of general jurisdiction
- Prosecution results in a conviction or a guilty plea
Prior to the youth’s sentencing, the Court shall order the Division of Youth Services to evaluate the youth to determine amenability and appropriateness for long-term, individualized comprehensive programming in a DYS facility.
The treatment and education components within the facility consist of:
- Group counseling
- Individual counseling
- Education services
- Vocational preparation
- Life Skills
Treatment for youth enrolled in the Dual Jurisdiction Program emphasizes:
- Trauma-informed approach identifying past trauma and how it correlates to behaviors
- Development of effective communication and problem-solving skills
- Recognition of thinking patterns and how they affect decision-making
- Restorative justice and victim empathy
